Share Your Ideas and Support Integration in Haapsalu and Lääne County
We invite community leaders, associations and organisations in Haapsalu and Lääne County to join our integration and adaptation project. We also welcome ideas for events and activities that help people from different linguistic and cultural backgrounds adapt, integrate and take part in local community life.
Haapsalu City Government participates in the pilot project “Supporting Local Governments in Providing Integration, Including Adaptation Services”, implemented by the Association of Estonian Cities and Municipalities.
The project is supported by the European Social Fund+. Its aim is to provide effective integration and adaptation services. These services are intended for newcomers aged 18 and over, people from different linguistic and cultural backgrounds, and returning Estonian residents.

Adaptation Pathways
The adaptation pathways help members of the target groups find support in different areas of life. They also support adaptation and integration in a consistent and comprehensive way.
The project offers six supportive adaptation pathways:
- learning the Estonian language and culture;
- supporting ethnic identity;
- community support for integration and adaptation;
- supporting health and well-being;
- personal and psychological support for adaptation;
- supporting integration through cooperation.
We started involving local communities at the beginning of the project. This work builds on our previous experience and cooperation with partners who have supported the integration of Ukrainian refugees. Local communities play an important role in successful adaptation and integration.
Cooperation with Communities in Haapsalu and Lääne County
Over the years, we have built a strong foundation for cooperation with local communities and associations. Rural community associations in Haapsalu have been important partners of the city government in various integration projects. Local community centres have hosted a wide range of workshops, meetings and shared activities, bringing together people from different backgrounds, including Ukrainian refugee families.

The Project Continues Until the End of 2027
We are pleased to announce that the project has been extended until the end of 2027. We have adjusted the scale of activities to reflect the available project budget. Going forward, project funding will support approximately 1-2 activities, events or other initiatives per month.
To support the long-term sustainability of the project, we continue to welcome active participation, cooperation and new ideas from local communities.
Share Your Idea and Get Involved
We welcome ideas from community leaders, associations, organisations and community initiatives in Haapsalu and Lääne County.
We are looking for events and activities that support adaptation, integration and participation in local community life. We especially welcome ideas that bring together people from different linguistic and cultural backgrounds.
If you have an idea for an event or activity that you would like to organise for our target groups, please let us know. This invitation is open throughout the entire project period. Submitted ideas will be presented to the project partners. Selected initiatives will then be carried out in cooperation with the people who proposed them.
