We invite community leaders from Haapsalu and Läänemaa to cooperate

8. February 2026 - 31. December 2026

We invite community leaders, associations and organisations from Haapsalu and Läänemaa to take part in a cooperation project on integration and adaptation, with the aim of helping people from different language and cultural backgrounds take part in local community life.

The City of Haapsalu has joined a two-year pilot project implemented by the Association of Estonian Cities and Municipalities, “Supporting Local Governments in Providing Integration and Adaptation Services”.

The project is funded by the European Social Fund+. It aims to provide effective integration and adaptation services for adults aged 18 and over, including newly arrived migrants, people from different language and cultural backgrounds, and returnees.

Supportive activities and services are provided in Haapsalu during the period 1 December 2024 – 31 December 2026.

More information about the project is available on the website: https://loim.haapsalu.ee/en

Adaptation support areas

Adaptation support areas help members of the target group find help in different areas of life and promote integration in a clear and consistent way.

As part of the annual activities, six supportive adaptation support areas have been created for members of the target group:

  • learning the Estonian language and culture;
  • supporting ethnic identity;
  • community support for integration and adaptation;
  • supporting wellbeing and health;
  • personal and psychological support during adaptation;
  • supporting integration through cooperation.

With the launch of the project, we began activities focused on engaging local communities, building on our many years of experience and cooperation with partners in supporting the integration of Ukrainian war refugees.

We consider the involvement of local communities to be essential in supporting adaptation and integration.

Experience and previous cooperation with communities

Over the past years, we have built a strong foundation by involving local communities and associations. Village associations in rural areas of Haapsalu have been cooperation partners in various integration projects. Community centres have hosted joint workshops and activities together with families of Ukrainian war refugees.

The aim of the current project is to involve more people of different nationalities living in Haapsalu, as well as members of local communities, in shared activities.

Over the course of a year, representatives of local communities carried out 10 workshops introducing Estonian national culture, handicrafts, art and cultural heritage. The activities involved Asuküla Selts MTÜ, Võnnu Noorte Selts MTÜ, Meeste Koda Haapsalu Kuur MTÜ and Kollane Mimoos OÜ.

Bring more support and opportunities to your community and join the integration project

We are looking for representatives and leaders of associations, organisations and community initiatives from Haapsalu and Läänemaa to work together on activities and projects that support integration and adaptation.

Everyone with ideas, experience or a wish to contribute to community-based initiatives is welcome. These initiatives help support the adaptation of people from different language and cultural backgrounds in local community life. The call is open throughout the entire project period.
